treat the people as if they were wounded—show great concern to the people; love the people ❍ 臣闻国之兴也，～，是其福也。(《左传·哀公元年》) I have heard that in the rising of a nation,if we show concern to the people so much so that no slight disturbance is fomented and regard them as the wounded,that will be where the hap piness of our nation lies.
